Project prospects:
Current National Production Capacity of Petroleum Products: 2 Million Tonnes/year to address shortfall of national consumption requirement. Although the existing national plant has capacity a 45000MT capacity, production is at zero level with entire market requirement being imported.
Supply deficit: 1.75Million Tonnes/year. Although regional competition seems to be ramping up capacity, WEL’s current strategic geographical locations for project have a massive advantage

Comprehensive Marketing, Technical, Environmental and Financial feasibility study for the establishment of a full conversion Refinery that will feed and support Sub-Saharan Africa countries for their Agricultural and Agro processing industries
Structured Project implementation outlay:
First phase: Establishment of an initial 450,000 BPSD capacity full conversion Refinery
Second phase expansion: 200,000 BPSD Capacity.
Design, construction and installation of process equipment of the refinery, utilities station, Crude oil/refined product storage tanks inter-linked with a network pipelines and Marine loading/offloading facility.
Construction of safety/fire-protecting system, maintenance facilities including a tank farm, creation of road network as well as administrative buildings.
Refinery configuration
The Hydro skimming unit, Continuous circulation catalyst reactor Unit, Isomerization unit, Alkylation units, distillation Unit and visbreaker yield.
Estimated cost of project execution: 4.76 billion US dollars.
